National Science Advisory Board for Biosecurity (NSABB)

The NSABB is a US government federal advisory committee chartered to provide advice, guidance, and leadership regarding biosecurity oversight of dual use research, defined as biological research with legitimate scientific purpose that may be misused to pose a biologic threat to public health and/or national security. The NSABB is chartered to have up to 25 voting members with a broad range of expertise including molecular biology, microbiology, infectious diseases, biosafety, public health, veterinary medicine, plant health, national security, biodefense, law enforcement, scientific publishing, and related field. The NSABB also includes nonvoting ex officio members from 15 federal agencies and departments.

Code of Ethics: Enhancing Responsible Science - Considerations for the Development and Dissemination of Codes of Conduct for Dual Use Research

This report was undertaken in response to the United States Government’s request for advice on the development, utilization and promotion of codes of conduct for dual use research to interdisciplinary life scientists, and relevant professional groups. The Board’s recommendations address strategies to develop a code of conduct, the importance of strong institutional support for such endeavor, considerations for the dissemination of a code of conduct, and the need to assess the effectiveness of a code of conduct overtime. The report also provides two tools for developing a code of conduct: a toolkit that includes concrete steps in developing and disseminating a code of conduct for dual use research and an educational module on dual use research that may be used either alone or in conjunction with the toolkit.

NATO Science for Peace and Security Programme

The Science for Peace and Security Programme, or SPS, is a policy tool for enhancing cooperation and dialogue with all partners, based on civil science and innovation, to contribute to the Alliance’s core goals and to address the priority areas for dialogue and cooperation identified in the new partnership policy.

Research priorities are linked to NATO’s strategic objectives and focus on projects in direct support to NATO’s operations, as well as one projects enhancing the defence against terrorism and addressing other threats to security. As such, projects include explosives detection; physical protection from chemical, biological, radiological or nuclear agents; emergency preparedness; cyber defence; and environmental security.

New England Regional Center of Excellence for Biodefense and Emerging Infectious Diseases (NERCE)

The New England Regional Center of Excellence for Biodefense and Emerging Infectious Diseases (NERCE) is a network of research collaborations that supports basic science and translational research for the development of preventive and therapeutic interventions against Priority Pathogens listed by NIAID as emerging and re-emerging infectious disease threats. The Center is a focal point for New England’s research and development in Priority Pathogens, and it seeks to apply recent dramatic advances in genomics, proteomics, structural biology, immunology, vaccinology, chemistry, drug screening, and material sciences to problems of importance in combating these threats. The NERCE effort is directed towards catalyzing collaborative work, creative thinking, and innovative solutions to the myriad challenges posed by infectious diseases.

A NIAID-funded research center, NERCE includes investigator-initiated research programs and state-of-the-art core laboratories and resources that provide critical services for Priority Pathogen research. These services include microbiology and animal model support, high-throughput screening, large-scale biological molecule production, confocal microscopy, and live-cell imaging. NERCE is also registered to provide surge capacity for testing of clinical samples for the CDC-sponsored Laboratory Response Network in the case of a biological emergency.

Any investigator at a private or public institution based within the New England states (CT, MA, ME, NH, RI, VT) is eligible for NERCE support. Investigators do not need to be directly funded by NERCE in order to access the NERCE core laboratories and other resources. Please contact us with any inquiries regarding NERCE support.

Noblis (formerly Mitretek Systems)

“Noblis has earned a reputation as a national center of expertise on chemical/biological defense systems through our 20 years of support to the Army in its efforts to properly dispose of the national stockpile of chemical weapons and our work on biological defense dating back even earlier. Noblis has also supported other clients in the chemical/biological arena, including the U.S. Army Soldier Biological and Chemical Command, the U.S. Army Medical Research and Development Command, the Joint Program Office for Biological Defense, the Centers for Disease Control and Prevention, the U.S. Department of Agriculture, the Department of Justice, and classified governmental agencies. In conjunction with our support to federal programs, we have developed a nationally recognized resource of information on chemical and biological weapons technology. Northeast Biodefense Center

The Northeast Biodefense Center (NBC), a consortium of academic and governmental biomedical research institutions from New York State, New Jersey, Connecticut, and strategic partners from other states has been awarded a multi-year federal grant for biodefense research.

It is the NBC’s mission to support and implement the biodefense research agenda of the NIAID by:
• Pursuing multifaceted research and development activities
• Building programs for training researchers and other personnel for biodefense research careers
• Establishing core facilities to sustain the research and training activities
• Plans to meet these objectives were developed by the NBC Executive Council in collaboration with consultants familiar with biodefense and emerging infectious diseases as well as needs and resources in the NBC region.

An Emergency Response Plan has been developed in collaboration with representatives of local and state public health agencies as well as the AMDeC Center on Biodefense, the Center for Public Health Preparedness at Columbia University, and the UMDNJ Center for Biodefense. Leaders and other members of research projects and cores are committed to rapid realignment of activities and resources to provide support in the event of a biodefense emergency.
